Income Support Program for the Poorest (ISPP) - JAWTNO project is being implemented with jointly financed by the Government of Bangladesh and the World Bank. The beneficiaries of the project are the pregnant women and mothers with children below the age of 5 years from the selected poorest households. The household data will be collected from the National Household Database (NHD) under BBS.

Objectives: The main objectives of the project are to provide income support through the Conditional Cash Transfer (CCT) to the poorest mothers in selected 43 Upazilas for increasing the mothers’ use of Child Nutrition and Cognitive Development (CNCD) Services and enhancing Union Parishad’s capacity to deliver Social Safety Nets.
Beneficiaries: The project beneficiaries are the pregnant women and mothers with children below the age of 5 years from the poorest households. The targeted beneficiaries are approximately 600,000.
Major components: The project has 3 (three) components:
Component 1: Cash transfers for beneficiary households - Cash transfers to the eligible households for utilizing the following services: (i) up to 4 antenatal care visits by pregnant beneficiaries, (ii) monthly growth monitoring and promotion (GMP) of children of 0-24 months, (iii) quarterly GMP for children from 2 to 5 years of age, and (iv) monthly attendance at Child Nutrition and Cognitive Development (CNCD) awareness sessions by pregnant women and mothers.
Component 2: Enhancing Institutional capacity - This component will help strengthening the capacity of the (i) Union Parishads to supervise beneficiary enrolment and administer grievance redress mechanisms, (ii) Community Clinics (CC) to deliver the ANC and GMP services and conduct the CNCD awareness sessions, (iii) Union Post Offices to make electronic payments to beneficiaries using the ISPP-Cash Cards upon compliance with co-responsibilities, and (iv) to establish a Safety Net Cell (SNC) in the existing Union Parishad Office/Complex.
Component 3: Monitoring and evaluation - To ensure that the project activities are being carried out effectively, a robust Monitoring and Evaluation (M&E) framework will be established to provide the necessary inputs to help project authority for monitoring beneficiary selection, enrolment, compliance with co-responsibilities, payments as well as any grievances or appeals.
Enrolment Criteria: The pregnant women and mothers with children below the age of 5 years from the selected poorest households will be enrolled as the beneficiaries who would qualify the following criteria:
(i) Households with a pregnant woman
(ii) The child under the age of 0-24 months (only first or second born child)
(iii) The child under the age of 2-4 years (only first or second born child)

b) Pregnancy test report
c) Birth certificate or immunization record of child
a) Termination of pregnancy through delivery of the child
b) Age of child passes 60 months
c) Death of the beneficiary mother / child
